The Halaqat حلقات program was founded in collaboration with Yad HaNadiv Foundation, and is transforming the capacity of local municipalities to manage the field of early childhood with full responsibility for all the children within the municipality. The municipal support provided by the program creates a stable and professional organizational structure: from the development of management and leadership mechanisms, through the development of multi-system task forces, to comprehensive counseling and training for educators and caregivers operating in home-based settings within the community. The program supports the local network by providing knowledge, tools and shared working mechanisms for parents, child-care settings and the municipality, allowing the supervision of all young children in the community, even if they do not belong to the formal supervised settings. Thanks to the developing infrastructure and the acquisition of professional tools, the children gain an optimal developmental environment, caregivers are supported with the necessary professional knowledge and tools, and the municipality can lead a comprehensive municipal policy on early childhood education.
